Background and Start of Operations of Ferrocarril del Istmo de Tehuantepec, S.A. de C.V.

On May 12 1995, it enacted the Law Regulating the Railway Service.
The SECODAM by the DOF of December 23, 1999 SCT spent on the buildings of the general stream of railway communication from the Istmo of Tehuantepec.
On March 3, 1999, the SHCP authorizes the establishment of the Enterprise Participation Majority State Railway of the Istmo of Tehuantepec, SA de C.V.
The FIT was set up as S.A of C.V. (legal figure) The October 19, 1999, to:
Operate the general stream of railway communication Medias Aguas (Veracruz Estate). At Salina Cruz, (Oaxaca Estate).
Build, to operate and to exploit the railroad in the tract: Medias Aguas to Coatzacoalcos, Veracruz Estate.
On March 2 1995 was published in the Diario Oficial, the reform to the fourth paragraph of Article 28 of the Constitution of the United Mexican States, replacing the system of exclusive participation of the State in the provision of rail services by another involving the participation of the private sector and, consequently, was promulgated on May 12 of that year the Act Regulating the Railway Service to establish the regulatory framework essential for this activity, the Secretariat and Administrative Development, Agreement means published in the Diario Oficial of December 23, 1999, went to the service of the Ministry of Communications and Transportation buildings that constitute the general stream of railway communication from the Istmo of Tehuantepec. The Ministry of Finance and Public Credit, after a favorable opinion of the Inter-Ministerial Commission Expense Financing (line 99-VIII-1, dated March 3, 1999), authorized the establishment of the joint venture majority state of the Ferrocarril del Istmo de Tehuantepec S.A. de C.V. whose corporate purpose is mainly to the operation and exploitation of railway communication via general of the Istmo of Tehuantepec and the provision of auxiliary services. The Ferrocarril del Istmo de Tehuantepec, S. A. C. V., was formed as a limited liability company with variable capital on October 19, 1999, with the following objective:
Operate and exploit the general stream of railway communication, which corresponds to the railroad Medias Aguas, Ver. to Salina Cruz, Oax. That generally means of communication for railways, comprising the railway, the width of the right of the track, control centers and traffic signs for railway operation. The construction, operation and exploitation of the Medias Aguas, Ver. to Coatzacoalcos, Ver., According to executive project authorized by the Ministry of Communications and Transport.
